Project Delivery Cost Controller


Position Summary:

We are seeking an experienced and detail-oriented Cost Controller to join our Project Delivery Department (Construction). The ideal candidate will be responsible for managing project expenses, monitoring actual spending versus budgets, overseeing item fulfilments, manpower and engineering hours, handling subcontract invoices, and ensuring accurate invoicing. This role also involves preparing interim payment requests (IPRs), reviewing work and material inspection requests, and issuing interim payment certificates (IPCs).

Key Responsibilities:

Expense Management:

Monitor and control project expenses to ensure adherence to budgets.

Analyse actual spending versus budgeted costs and provide insights.


Resource Tracking:

Track and manage manpower hours and engineering hours per project.

Oversee the utilization of materials and item fulfilments.



Subcontract and Vendor Management:

Review and process subcontractor invoices.

Ensure timely and accurate payments to vendors and subcontractors.



Invoicing and Client Coordination:

Prepare and manage interim payment requests (IPRs) for client billing.

Collaborate with clients on work and material inspection requests to facilitate IPC issuance.



Reporting and Analysis:

Generate detailed cost reports and forecasts for ongoing projects.

Provide periodic updates on project financial performance to the operations team.

Collaboration and Compliance:

Work closely with project managers, engineers, and finance teams to align project budgets with delivery milestones.

Ensure compliance with company policies and contractual agreements.



Qualifications and Skills:

Bachelor’s degree in finance, Accounting, Engineering, or a related field.

Proven experience as a Cost Controller, preferably in construction or project delivery.

Strong knowledge of project cost management, budgeting, and forecasting.

Proficiency in ERP systems (e.g., Oracle NetSuite) and Microsoft Excel.

Excellent analytical skills and attention to detail.

Strong communication and collaboration abilities.

Familiarity with work inspection and material inspection protocols.



Preferred Qualifications:

Experience in handling interim payment certificates (IPCs) and subcontractor management.

Previous experience in the construction or MEP sectors is a plus.

Employment Type: Full-Time

Location: Riyadh, Saudi Arabia

Salary: 7,000–10,000 SAR full package – based on experience
