Job Title: Planning Manager
Reports to: Head of Portfolio Management Office
Department: PMO

Only 8+ years of experience candidates can apply.

2. Job Purpose
To manage project planning and control systems that ensure efficient resource allocation, budget adherence, and timely project delivery in alignment with Tamimi’s business objectives. This includes overseeing project schedules, tracking costs, and coordinating with stakeholders to maintain project quality and compliance.

3. Key Accountabilities
Area of Focus

i- Strategy

• Develop the annual business plans for the PMO department ensuring alignment to the function’s strategic plan.
• Contribute to the formulation and implementation of the strategy in line with Tamimi’s vision, mission.
• Report on the progress of activities against the annual business plans, opportunities, challenges and issues faced, mitigations taken, etc. as required, to facilitate informed decision-making.

ii- Functional Leadership

• Manage the effective achievement of departmental objectives through effective leadership and by setting of individual objectives, managing performance, developing and motivating team to maximize performance.
• Lead the talent development initiatives for the assigned department, collaborating with discipline experts and thereby ensure the availability of talent to fit business requirements.

iii- People Management

• Manages employee performance and development by assigning individual performance targets and development objectives at least on an annual basis.
• Directs and supervises the activities and work of subordinates by providing formal and informal feedback regularly and on a timely basis, to ensure that all work is carried out in an efficient manner and in accordance with set individual targets.

iv- Financial Management & Budgeting

• Oversee the consolidation and recommend the department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified and potential areas of cost reduction or performance improvement opportunities are capitalized upon

v- Policies, System, Processes and Procedures

• Develop and lead the implementation of the PMO department policies, systems, processes, procedures and controls covering all areas of assigned functional so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner

vi- Reporting

• Ensure that all department reports are prepared timely and accurately and meet Tamimi requirements, policies and quality standards.

viii- Project Controls

• Develop and implement detailed project plans and control systems to manage scope, time, cost, and quality across the project lifecycle, ensuring alignment with project goals.
• Create and maintain project schedules using tools such as Gantt charts and regular check-ins, keeping project teams informed and on track for timely delivery.
• Monitor project budgets and costs, providing regular financial reports and forecasts to ensure adherence to project budgets and identifying areas for potential cost savings

ix- Performance Monitoring and Reporting

• Establish key performance indicators (KPIs) for tracking project performance, including on-time delivery, budget adherence, and accuracy of progress reporting.
• Generate regular performance reports for senior management, providing insights into project health, areas of improvement, and budget alignment.
• Utilize project control software to monitor real-time data, offering stakeholders up-to-date project information for data-driven decision-making.

x- Change Management

• Manage change control processes, documenting and approving any changes to project scope, schedule, or budget, ensuring transparency and alignment with project goals.
• Assess the impact of project changes on resources and timelines, working with stakeholders to mitigate any potential disruptions.
• Coordinate with project teams to implement necessary adjustments, maintaining project continuity and minimizing cost overruns.

xi- Stakeholder Coordination & Communication

• Engage with internal and external stakeholders, including Operations, Estimation & Design, Finance, and clients, to communicate project timelines, costs, and progress.
• Lead regular meetings with project teams to discuss schedules, resources, risks, and milestones, fostering collaboration and proactive problem-solving.
• Provide project status updates to the Head of PMO and other senior leaders, ensuring key stakeholders are well-informed and aligned on project objectives and performance.

4. Qualification and Experience

i- Minimum Qualifications

• Preferred: Project Management, or a related field.
• Minimum: Bachelor’s degree in Project Management, Engineering, or a related field.
• Minimum of 8 years of experience in project planning, scheduling, and control, ideally within the construction, engineering, or infrastructure sectors, or related fields, with 3 years of experience in a leadership role.

ii- Additional Certifications

• Certifications such as Project Management Professional (PMP), Certified Cost Professional (CCP), or Primavera P6 Certification is preferred.

iii- Knowledge and Skills

Knowledge
• Demonstrate technical knowledge and application in the engineering field.
• Strong understanding of project management methodologies (e.g., Agile, Waterfall) to enhance project efficiency and structure.
• Knowledge of budget management, cost control, and financial reporting to support Tamimi’s financial objectives.
• Skilled in project control and performance management software (e.g., MS Project, Primavera) for accurate and timely monitoring of project status.
